Graduate of the Faculty of Production Engineering and the College of Social Sciences and Administration at the Warsaw University of Technology, as well as post-graduate studies in macroeconomic analysis at the Warsaw School of Economics.
From 2005 to 2013, employee of the Office of Electronic Communications (UKE). Author of an analytical methodology for mobile services and surveys of consumer preferences. He was in charge of regulatory projects for wholesale MTR and SMS MT markets and for the implementation of the roaming Eurotariff in Poland. As Director of the Department of Strategy and Telecommunications Market Analysis he was responsible for ICT analytics and regulatory strategy under the former heads of UKE.
From 2013 to 2016, regulatory expert at UPC Polska, responsible for regulated access to property and telecommunications infrastructure for investment purposes. He was in charge of projects on security and electromagnetic compatibility of the HFC network. Collaborator of the Polish Chamber of Electronic Communication (PIKE).
In March 2016, he took the position of Director of the Analysis Bureau at the Ministry of Digital Affairs. He coordinated the development of a concept of an electronic ID card. He also cooperated with the Council for Digitization and start-ups, with responsibility in the field of innovation.
He was appointed as President of the Office of Electronic Communications by the Sejm of the Republic of Poland on 14 September 2016, with the consent of the Senate given on 22 September 2016.
Collaborator at the Centre for Antitrust and Regulatory Studies (CARS) of the University of Warsaw. Between 2016-2018, member of the Council of the National Centre for Research and Development (NCBR). Since 2016, representative of the Polish government on the Board of the International Organization of Space Communications “Intersputnik”. In the years 2016-2018, representative of the Polish government in the United Nations Commission on Science and Technology for Development (CSTD). Since 2018, member of the Broadband Commission for Sustainable Development, operating within the UN framework. In 2019, Vice-Chair of the Body of European Regulators for Electronic Communications (BEREC), responsible for roaming, regulatory framework and wireless network evolution.
In his private life: an enthusiast of water motorsports, a diver, a Water Volunteer Rescue Service (WOPR) lifeguard.

Gabriela is the Chief Strategy Officer of Nokia with responsibility of refining the company’s strategy for the future. Her responsibilities include business intelligence, business development, portfolio management, strategic investments and mergers and acquisitions.

Gabriela is a proven technology and innovation leader with extensive international business experience in the ICT industry. She has versatile business experience working across a range of functions including strategy, operations, engineering and R&D, sales and business development, product and project management, performance management and organizational and process re-design.

Prior to joining Nokia in 2019, Gabriela worked for Telia Company in Sweden, where she held the positions of Vice President, Head of Group Networks and Deputy Head of Global Services and Operations, and most recently Vice President Head of Group Network Systems and Delivery. During her career, she has worked at companies including Telecom Italia, Ericsson, Teligent AB, Ansi Consult, Athena Solutions and Melody Solutions.

She holds a Master of Business Administration from University of Durham Business School in the UK and degrees in Electrical Power Engineering from Thorildsplan College and Basic Commercial Law and Social Political Studies from University of Uppsala in Sweden.

Gabriela is married to Per, and together they have a daughter and a son. As a family they have lived in Hong Kong, Beijing, Aachen, San Jose, Rome, and Stockholm.

Gabriela is based in Espoo, Finland, having lived and worked in nine countries across three continents.

Doreen Bogdan-Martin was elected Director of the ITU Telecommunication Development Bureau on the 1st of November 2018. She took office on the 1st of January 2019.
She is a strategic leader with 30 years of high-level experience in international and inter-governmental relations and a long history of success in policy and strategy development, analysis and execution. She has advised governments from around the world on policy and regulatory issues, and is a regular presenter at high-level international forums and summits.
From 2008-2018, Ms Bogdan-Martin led the Strategic Planning & Membership Department of the International Telecommunication Union, located in Geneva, Switzerland. ITU is the specialized United Nations agency for information and communication technologies (ICTs), with 193 Member States and a membership of nearly 800 private sector entities and academic institutions around the globe. The oldest member of the UN family, its mandate is to bring connectivity to all the world’s people through development assistance, technical standardization and coordination of radiocommunications.
Prior to her election, Ms Bogdan-Martin oversaw the organization’s Membership, Corporate Communications, External Affairs and UN Liaison teams, and was instrumental in establishing the Broadband Commission for Sustainable Development, on which she continues to serve as Executive Director.
She was one of the principal architects of the annual Global Symposium for Regulators, directed ITU’s first global youth summit #BYND, oversees ITU’s contribution to the EQUALS Global Partnership for Gender Equality in the Digital Age, and is leading ITU’s collaboration with UNICEF and others on the GIGA project to connect the world’s schools.
Prior to joining ITU, Ms Bogdan-Martin was a Telecommunications Policy Specialist in the National Telecommunication and Information Administration (NTIA), US Department of Commerce.
She holds a Master’s degree in International Communications Policy from American University in Washington, DC, post-graduate certification in Strategies for Leadership from the Institute for Management Development in Lausanne, Switzerland, and is certified in Accountability and Ethics by the United Nations Leaders Programme.
She is an affiliate of the Harvard University Berkman-Klein Center for Internet and Society, and a Generation Unlimited Champion. She serves on a number of advisory bodies, including the Geneva-Tsinghua Initiative, is Co-Chair of the United Nations Strategic Planning Group, Chair of the Academic Council for the Swiss Network for International Studies, and a member of the Board of Governors of the UN Staff College. She is also an amateur radio operator.
She is married with four children.

BA is a principal advisor to various business, investment, and regulatory entities and assists governments in addressing matters relating to digital infrastructure investment, innovation catalysts, sustainable digital economy, and citizen-centric public-sector delivery through the use of ICTs.
