The demand for a deep reform of the current education, vocational training and lifelong learning system resounds in virtually all discussions on technical progress, digitization and the labor market. Business is constantly increasing the expenditure on training staff to improve their qualifications and professional skills necessary to deal with the tasks faced by the company. However, these activities slow down the process of erosion of knowledge and skills acquired in the education and training process only to a limited extent. Under the current system, enterprises have neither the competence nor the possibility to run and finance a universal lifelong learning system. Given the dynamics of educational processes and education, we are already late. In fact, the lack of such a system causes a growing problem of all kinds of exclusions, of which digital exclusion is particularly severe individually and socially. We need a system in which:

-

- citizens will be prepared to live in a reality where learning will be a lifelong requirement, since, due to the pace of technical progress, they may be forced to change their profession several times,

- the lifelong learning system will be universal, and its curriculum will dynamically respond to the needs of the labor market,

- the system will allow citizens to understand the essence of new technical possibilities and how to use them correctly and effectively from the social, economic and environmental perspective.
