Creation of a Smart City means saturating urban infrastructure with IIoT / IoT networks for the purpose of reducing the costs of management and exploitation of urban resources. It also means construction of a hardware and software base that will serve as the foundation of most urban utilities. That is why it is of great interest both to local authorities of many cities and to solution providers. The idea of creation and functioning of the sustainable cities of the future more and more frequently appears in the public space and for a couple of years has been the subject of various expert conferences. Today, not only monitoring, transport, power industry and communications are priorities of “smart” solutions. In fact, they apply to virtually all areas that make up the modern system ensuring the efficient functioning of cities. During the discussion we would like to take on this issue adopting the perspective of telecom entrepreneurs. Should smart infrastructure be a entity in urban areas? How to manage such an infrastructure? How to solve the issues of access to this infrastructure, its inventory, including availability and transmission possibilities? Smart City is a set of large-scale technologies. Their profitability depends on the scale and the level of standardization and normalization. Urban resources are managed by local governments, so normalization is a particularly effective tool for transferring knowledge from industry to public administration. On the other hand, creating a scale that would ensure the profitability of investments requires the involvement of central administration, and – in the field of standardization and normalization – actions taken at EU level. Is the dynamic development of the fleet of electric and autonomous vehicles possible without defining common norms and standards within the EU? Who should gather and manage data? How to overcome mental barriers among the population regarding privacy protection?
